What You Need to Know about Oregon’s $5.61 billion kicker

1. When filing taxes next year, Oregonians will once again be able to claim their portion of a state revenue surplus. The Oregon Office of Economic Analysis (OEA) has confirmed a surplus for the 2021-2023 biennium, triggering a record $5.61 billion “kicker” for the 2023 tax year.
2. The $5.61 million kicker is the largest in Oregon history. It’s nearly three times larger than the previous record kicker of $1.9 billion two years ago. The 2021-23 biennium is the fifth straight with a kicker and the current kicker is larger than the total of the kickers in the four previous biennials.
3. The kicker will be returned to taxpayers as a credit on their 2023 tax returns filed in 2024. For most taxpayers this will increase the amount of their refund or decrease the amount of Oregon personal income tax they owe.
4. Personal income taxpayers can determine the amount of their kicker using a What’s My Kicker? Calculator available on Revenue Online. To use the calculator, taxpayers will need to enter their name, Social Security Number, and filing status for 2022 and 2023. Taxpayers can also simply taxpayers can multiply their 2022 tax liability before any credits—line 22 on the 2022 Form OR-40—by 44.28 percent.

Public Comment Sought on State Parks Visitor Safety

Oregon Parks and Recreation Department (OPRD) is seeking public comment on proposed updates to the rules for excluding individuals from Oregon State Parks who commit violations, including endangering the safety of visitors and staff (OAR 736-010-0020, 736-021-0040).

The proposed updates will clarify the process for excluding individuals from Oregon State Parks who commit rule violations that endanger the safety of visitors, staff or park resources; provide clear information on how excluded individuals may request an appeal and how the appeals will be processed.

OPRD is accepting comments until 5 p.m. November 3, 2023. They can be made online, at a 2 p.m. October 30, virtual public hearing, in writing or email.

County Budget Committee Has Two Vacancies



Clatsop County is accepting applications for a vacancy on the County-wide Budget Committee. Budget committee members review the proposed overall county budget, make recommendations and approve the proposed budget for adoption by the county commissioners.

The committee is made up of five county commissioners and five local residents appointed by commissioners. The committee generally meets in May to review the proposed budget. The vacancy is for a term ending June 30, 2026.

It is preferred but not required that applicants live within:

• Commissioner District 2, which covers Gearhart and Clatsop Plains, and portions of Seaside and Warrenton
• Commissioner District 5, covering from the south side of Seaside east to the Columbia County line and south to the Tillamook County and including Jewell, Hamlet, Elsie-Vinemaple, Arch Cape and Cannon Beach

Candidates Sought for Fair and Expo Board

The Clatsop County Board of Commissions is seeking applications from individuals interested in serving on the Clatsop County Fair Board. 

The Clatsop County Fair Board operates and otherwise manages the Fairgrounds with the assistance of staff. This includes recruiting for bookings, scheduling, establishing rental fees, general promotion, food service, concessions, maintenance and all other related operational activities.

The deadline to submit completed applications is 5 p.m. Tuesday, October 31.

2023/2024 Property Tax Statements Sent

This year’s property tax statements account for a total of $110.9 million which will pay for County Government Services (public safety, road improvements, elections, public health), City Services (police, fire protection, urban renewal projects), Education (K-12, Clatsop Community College, NW ESD), Port of Astoria and Rural Fire and other Special Districts. 

If you live in a taxing district that has new voter-approved bonds or local option levies, your property taxes may increase more than the anticipated 3%. New levies and bonds approved by the voters will be reflected in this year’s tax bills.

• Lewis & Clark RFPD – Local Option Levy | 2023/24 LO Rate is $1.15 per $1,000 assessed valuation- (Voters renewed the levy with .25 cent increase)

If your tax statement is yellow, our records show that your mortgage company or Oregon's Senior Deferral program notified us that they will be paying your property tax bill. 

If you have any questions about who is paying your property taxes, contact your mortgage company. 

If you receive a green statement, you are responsible for paying your tax statement either online, in person, drop box, or by mail. 

Property tax payments paid in full and received/postmarked by November 15, 2023 are eligible for the 3% discount on property taxes due.

Crews will:

• Brush chop countywide. Expect 20 minute delays on Youngs River Road between MP 4 & 6
• Crack seal Youngs River Road, Lewis & Clark Road, Logan Road and Ft. Clatsop Road
• Grade gravel roads in the Knappa area
• Perform culvert and ditch maintenance county wide
• Monitor for inclement weather affecting roads

Elections

Candidate filing window has opened for the May 21, 2024 Primary Election. Positions include Precinct Committee Persons, Commissioner District 2, Commissioner District 4 and Sheriff.
